Debt
Several African countries are crippled by international debt. Not only are they unable to clear off loans, they cannot meet interest payments. Western countries are coming under increasing pressure to provide debt relief to the world's poorest countries, many of which are in Africa. The World Bank and IMF have developed the Heavily Indebted Poor Countries Initiative (HIPC), which "…contemplates forgiving a fraction of [some] countries' bilateral and multilateral debt".
